Requirements for the ECPE-5, 2004, version of MEEPS
  - CPU and DISPLAY only subsections only.
  - fix original MEEPS problems (the most serious are already complete).
  - new power supply section using 5v regulator, 9v unregulated input.
    (dropped 1/16/03 after discussion with Dick)
  - if space allows, use blocking diode for reverse voltage protection.
    (dropped 1/16/03 after discussion with Dick)
  - External 5v power supply will be used.
  - change caps for Max232 (1.0uf vs. 0.1/0.47uf for Max3232)
  - leave leds on the CPU section as-is, drop square body part from the
    BOM.
  - increase spacing for D107.
  - default jumpers (dropped 1/15 per email from Dick. Jumper wires will
     be used instead of the headers).
  - assume 50+ boards.
  - needed by class on March 3
  - turn around the pot on the display board.
  - the pot (R202) is listed as a 10k resistor on the BOM, fix it.
  - move all docs to OpenOffice, dropping MS-Office.
